Position Overview
The Business Development Manager is responsible for generating new annual recurring revenue (ARR) by identifying, developing, and closing new business opportunities with law enforcement and public safety agencies.
This is a full-cycle, quota-carrying sales role. The Business Development Manager will prospect for new opportunities, develop relationships with law enforcement executives and other key stakeholders, conduct discovery and presentations, navigate government procurement and budgeting processes, negotiate agreements, and advance opportunities through contract execution.
The successful candidate will understand how law enforcement agencies evaluate and purchase technology and will be comfortable developing trusted relationships with Police Chiefs, Sheriffs, command staff, technology leaders, procurement officials, and other decision-makers.
Key Responsibilities
Develop and manage a geographic or assigned territory with responsibility for achieving annual new ARR and revenue objectives.
Build and maintain a qualified sales pipeline sufficient to achieve assigned sales targets.
Identify and prospect new law enforcement and public safety opportunities through direct outreach, referrals, professional networks, conferences, industry associations, and other business-development activities.
Build trusted relationships with Police Chiefs, Sheriffs, executive command staff, RTCC leaders, IT executives, procurement officials, and other stakeholders involved in purchasing decisions.
Conduct effective discovery to identify operational challenges, organizational priorities, funding sources, decision-makers, procurement pathways, and implementation timelines.
Present LeoSight's capabilities in terms of operational outcomes and customer value rather than solely product features.
Coordinate and deliver executive-level presentations, demonstrations, proposals, and other sales materials tailored to the customer's operational requirements.
Develop account and opportunity strategies that identify champions, economic buyers, budget owners, technical stakeholders, competitive threats, funding sources, and required procurement steps.
Navigate government purchasing processes, including RFPs, sole-source opportunities, cooperative purchasing agreements, grants, budget cycles, and other public-sector procurement methods.
Lead commercial discussions and negotiations and advance qualified opportunities through contract execution.
Maintain accurate and timely opportunity information, activities, next steps, close dates, and forecasts within HubSpot.
Provide management with regular and reliable forecasts of pipeline activity, deal progression, expected closings, and new ARR.
Collaborate with Product, Marketing, Client Relations, and other internal teams to support the sales process and communicate relevant market and customer intelligence.
Represent LeoSight professionally at conferences, association meetings, trade shows, customer meetings, and other industry events.
Performance Expectations
Success in this position will be measured primarily by:
Achievement of assigned new ARR quota.
Development and maintenance of sufficient qualified pipeline coverage.
Creation of new qualified opportunities within the assigned territory.
Advancement of opportunities through defined sales stages.
Forecast accuracy and realistic close-date management.
CRM accuracy and timely documentation of opportunity activity.
Development of relationships with multiple stakeholders within target accounts.
Successful conversion of qualified opportunities into executed customer agreements.
Qualifications
Significant experience in law enforcement, public safety, government technology, SaaS sales, or a related field.
Executive or senior command-level law enforcement experience strongly preferred.
Experience selling technology or professional solutions to law enforcement or government agencies preferred.
FBINAA graduate preferred.
Bachelor's degree in business, marketing, criminal justice, technology, or a related discipline preferred. Equivalent combinations of education and relevant professional experience will be considered.
Demonstrated ability to communicate effectively with executive-level decision-makers.
Strong discovery, presentation, negotiation, relationship-building, and closing skills.
Understanding of law enforcement operations and public-sector purchasing and budgeting processes.
Ability to manage complex, multi-stakeholder sales opportunities with extended sales cycles.
Strong organizational skills, personal accountability, and attention to detail.
Experience using CRM and productivity platforms such as HubSpot, Google Workspace, and Microsoft Office.
Ability and willingness to travel up to 60% of the time, including airline travel and overnight stays.
Ability to attend customer meetings, conferences, trade shows, and company events as required.
Must be able to successfully complete a background check.

Physical and Travel Requirements
The position requires frequent travel and attendance at customer meetings, conferences, trade shows, and similar events. Employees may occasionally be required to assist with event setup, including moving or positioning equipment weighing up to 50 pounds and periods of sitting, standing, bending, or kneeling.

Position Overview
The Business Development Manager (BDM) for Fire & Emergency Management is responsible for driving growth in the fire services, emergency management, and all-hazards response markets. This role focuses on identifying new opportunities, building meaningful relationships with senior decision-makers, and guiding agencies through the process of adopting unified real-time operations technology. The ideal candidate is a recognized subject-matter expert with deep operational experience in fire command, emergency management leadership, incident management, and multi-agency coordination.
Key Responsibilities
Business Growth: Identify and target new opportunities, agencies, and markets within fire services and emergency management to drive adoption of LeoSight and meet sales objectives.
Client Relationships: Build and maintain strong relationships with Fire Chiefs, Deputy/Assistant Chiefs, Battalion Chiefs, Emergency Managers, and other senior command stakeholders to ensure satisfaction and long-term partnerships.
Market Research & Analysis: Assess industry trends, standards (NFPA, NIMS, ICS), technology landscapes, and operational challenges to inform strategy and positioning.
Sales Strategy: Develop and execute segment-specific strategies that expand LeoSight’s footprint across fire departments, emergency management offices, and all-hazards response organizations.
Lead Generation & Prospecting: Source and qualify leads through networking, conference attendance, vendor partnerships, referrals, and outreach into state/local EM networks.
Proposal Development: Prepare tailored proposals and presentations that address operational needs around command, situational awareness, mutual aid, and real-time coordination.
Negotiation & Closing: Lead contract negotiations and guide agencies through procurement processes, grant pathways, and multi-jurisdiction deployments.
Collaboration: Work closely with internal teams (sales, marketing, product, and operations) to ensure alignment, customer success, and segment-specific product insights.
Reporting: Track pipeline progress, sales metrics, and forecast accuracy, reporting regularly to senior leadership.
Qualifications
Bachelor’s degree in emergency management, fire science, business, marketing, technology, criminal justice, or a related field (MBA a plus). Equivalent experience considered.
Executive-level or senior command experience in fire services or emergency management (Fire Chief, Deputy Chief, Battalion Chief, Emergency Manager/Director preferred).
Graduate from Senior Fire Management and ICS, NIMS Training Courses.
Strong communication, presentation, and negotiation skills.
Ability to build relationships and influence decision-makers at all levels.
Excellent analytical, strategic thinking, and problem-solving abilities.
Proficient with modern productivity and CRM tools (Google Workspace, HubSpot, Microsoft Office Suite).
Strong organizational skills and attention to detail.
Ability to travel up to 60%, including overnight travel.
Ability to lift up to fifty (50) pounds for event and demo setup (tables, monitors, screens).
